保税仓储综合管理系统是为提供保税仓储服务的第三方物流企业提供的专用管理系统。系统符合国家对于保税仓库管理要求，涵盖保税仓日常操作要求，并具有通用数据接口，能够实时与企业的TMS、财务系统等其他应用系统无缝连接，完成与部门、与外部客户、与上层集团的数据实时交互，特别是能向海关监管系统提供海关要求数据，是适合当前保税区业务模式配套的系统。
保税仓库是指经海关核准的专门存放保税货物的专用仓库，由于具备税收政策上的优势，保税仓库在业务模式、管理要求等方面与普通仓库存在比较大的差异，需要严格按照国家管理保税仓库的管理规定进行，并且实在海关的实时监控下进行业务操作。保税仓储的业务模式如下图所示:
